Evaluating the Economic Justification of Ghareh aghach Dam Considering Its Effects on Ecosystem Functions aspects Zahra Sadat Mirkheshti Z mirkheshti@yahoo com Data of Submission January 3 2016 Department of Natural Resources Isfahan University of Technology Isfahan 84156 93111 Iran Degree M Sc Language Farsi Supervisor Dr seyed Ali Reza Mousavi Dr Saeed Soltani Dr Saeed Pour Manafi Email Address sarmousavi@cc iut ac ir ssoltani@cc iut ac ir spmanafi@yahoo comAbstractProducts goods and services are frequently worth a lot but they are seldom being transacted at the markets For this reasonand likewise due to impossibility of the subtle and quantitative calculations in taking decisions and huge making policies isnot considered adequately Creating a value is an instrument that provides beneficial information as making decisionamongst the diverse choices for managers In this survey regarding to the economic value of output water and soilpreservation in natural lower part of ecosystem Ghareh aghach dam river basin the re assessment of economic justificationof dam construction project has been performed In this evaluation the B C ratio of dam construction project was revised andthe avoided expenditure of output for water and soil preservation was considered in its calculation The avoided costs ofthese two outputs was determined by utilizing the replacement costs occurrence The essential expenditure for water and soilpreservation and preventing their waste is calculated on basis of the artificial structure costs in the region that here the dataof ACT for symmetrical government in proximity to educational extent corres ponding to solar year of 1388 is used Inorder to determine the effect rate of Ghareh aghach dam construction over the erosion class sediment production and run offheight The satelite image of 2002 2014 before and after construction reports and regional maps as the initial data and SCS MPSIAC model were used as the data analyst The primary results of the conducted investigations indicate that the run offheight in 2014 rather than to 2002 is increased at the rate of 8 2 mm over the year 2002 through 2014 1154 26 hectares ofterritory area with erosive class 2 has converted to the erosive class 3 as well The sediment quantity is also increased to162476 4454 cubic meter in 2014 In final conclusion the expenditure of each one cubic meter of water preservation in1394 equals to RLS 16300 The cost of prodused sediment increase preservation in 1394 equals in RLS 2648366950 and thecost of additional prodused run off preservation in 1394 was estimated equivalent of RLS 5995686865 The re assessment ofprofit ratio to B C expenditure in this survey is 3 58 Wich decreased 0 22 rather than to the Ghareh aghach damconstruction project This diminution in B C quantity significates the role of water and soil preservation outputs thatconsiderring to it dam construction project will have less economic justification Obviously regarding to the other outputsand more extensive area Wich is certainly affected by dam implementation project this ratio declined much more and even it may result in the negative figures In this case dam construction project will not have any economic justification Keyword economic justification soil and water conservation Ghareh aghach dam Replacement Cost SCS MPSIAC
