Comparison of Resilience Capacity of Isfahan Urban Districts to Climate Change Fatemeh Esmalili f esmaili@elenoon ir January 9 2018 Department of Natural Resources Isfahan University of Technology Isfahan 84156 83111 IranDegree MSc Language PersionDr Ali Lotfi lotfi@cc iut ac irAbstractCities are complicated and interdependent systems that are very vulnerable to natural disasters Climate change which is nowadays considered as one of the most common scientific and evensocio political topics considered also as one of the source of natural disasters Assessing the urbanresilience to climate change is a way to examine the ability of urban areas to withstand the negativeeffects of climate variability before during and after the event In this research the resilience of 15Isfahan urban districts to climate change in three ecological physical and social components wasevaluated 12 indicators such as green space density of residential areas people s literacy levelwere selected through the Delphi technique and literature review After selecting the indicators thevalues of each indicator were normalized between zero to one using the min max normalizationmethod Then the Fuzzy AHP improved algorithm method was applied for weighting theindicators and components based on the experts opinions Before determining the weight of theindicators the consistency ratio of the comparisons was calculated using the Gogus and Bouchermethod and since the consistency ratio in each of the matrices was less than 0 1 it ensured thatthere was consistency between the comparisons Composite index was used to combine indicatorsand components in to a single measuring the resilience of different urban districts to climatechange For constructing the composite index of resilience the indicators were combined usingweighted linear combination method and the degree of resilience of ecological physical and socialcomponents to climate change was determined in each of the fifteen urban districts of Isfahan thenthe final resilience of each district was also determined by the same method According to theresults the 4th urban district had the most and the 14th and 8th districts had the least amount ofclimate change in different regions of the city of Isfahan respectively Other districts had alsoroughly moderate resilience to climate change with no significant difference in terms climatechange resilience Keywords Resilience evaluation Fuzzy AHP improved algorithm Delphi technique Compositeindex Fifteen urban districts of Isfahan
