Abstract Iron and steel industry is essential for any industrial economy providing the mostimportant materials for other industries It also often serves as a driving force for the wholeindustrial development This is especially the case for rapidly developing economies Inrecent years many countries around world have set ambitious goals for their steelindustries as an important part of their economic development plans On the other hand steel industry is capital and energy intensive while developingcountries often face shortages of these resources Therefore at the same time of increasingsteel production capacities it is critical for these countries to best utilize their existingcapacities One important way to achieve this is through effective production scheduling The benefits of using an effective scheduling method include considerable improvement inproduction efficiency and product quality and great reduction in production cost Because of products variety multiple level production considerable costs and manyother reasons the production system in steel making company is Market Oriented So itis clear that such system would face with huge preparation On the other hand an essentialobjective of production planning system have to prevent the stoppage for preparation andassure the continuity of production For this reason the coordination between productionunits to synchronize the products for minimizing the requisition of preparation activity andbalance the WIP in plant and assure the continuity of production for economical aspects isan important notice in production planning and control In this thesis we proposed a decision making approach for monthly planning and orderaccepting strategy for steel making plants We also proposed a scheduling mechanism formachine loading and launch orders in production cycle and coordinate planning andscheduling in continues casting and hot strip mill The result of this dissertation has appliedfor a real case in Mobarakeh Steel Complex
