AbstractOne of the most important issues that got many countries and international organization sattention to is digital divide problem with refer to unequal usage and access to informationand communication technology The first stage for narrowing digital divide is to identifythe current situation of ICT and e readiness Due to importance of this matter a lot ofmodels presented in the scope of e readiness assessment Information infrastructure is oneof the most important components of these models In our national programs and projects it is strongly emphased on this component On this basis information infrastructurecomponent selected as a main e readiness assessment component Current models assesse readiness with different objectives and there are many differences between the results Sothere is no prefect model for e readiness assessment In this thesis with the use of entropymethod important indicators extracted from reference models for assessment ofinformation infrastructure In the next stage in order to determine informationinfrastructure growth and comparing with other countries two composite indicators weremade With the use of principle component analysis indicators has been weighted Byanalyzing the indicators for different years and comparing to other countries it is foundthat beside the high growth in this infrastructure there is a big gap comparing to othercountries especially high income ones In order to planning for improvement ininformation infrastructure condition and with the use of successful countries experiences these actions is proposed privatization in telecom sector and making competitiveenvironment improving English language skills and making bilingual websites increasingreliance on internet networks decreasing customs for personal computers focusing oncomputer equipment productions and establish the required situation for foreign investmentin telecom sector
