Fare Pricing For Rail Public Transport Case Study Qazvin Hashtgerd Ali Karami Horestani am karamihorestani@cv iut ac ir Date of Submission 2011 04 18 Department of Civil Engineering Isfahan University of Technology Isfahan 84156 83111 Iran Degree M Sc Language FarsiSupervisor Sir Mahdi Abtahi mabtahi@cc iut ac irAbstractPricing in feasibility studies of transportation projects is one of the most important issues to estimate thebenefits of these projects This issue is important because of the direct effect of ticket price on thetransportation systems income and that is the main supplement of the construction and operation costs ofthese systems Up to sensitivity of system s users against fair the pricing of facilities is known as a solution for trafficdemand management TDM There is a reciprocal relation between the ticket price and the travel demand In other words the income of the system will grow if the ticket price increases On the other hand if the ticketprice increases the number of absorbed passengers and income of the system will decrease So there is anoptimum price in order to maximize the income that comes from modeling This study with respect to financial and economic costs tries to define an appropriate method fordetermining the price of rail systems The purpose of this method is to determine the optimum price due to provide the construction rolling stuck operation and maintenance costs with the profits obtained by ticket selling and also improve economicalprofits of the project for the whole society such as decreasing in environmental deteriorations and increasingin social welfare For this purpose a program is produced in Excel Visual basic s Environment whichincludes some subroutines working related to each other The main chief of this program with making theprofile of benefits and costs flow calculates the economical and financial indicators of the project Othersubroutines including mode choice model programs for calculating the salvage value V O C number ofrolling stuck and the program for preparing a schedule of the appropriate time for buying rolling stuck withrespect to the model estimate several costs and benefits of the project It should be noted that the act ofbuying rolling stuck must be done in some stages in that the system does not confront the lack of rollingstuck and also it does not require spending invests before the determined time These programs are done in accordance to information of Qazvin new city of Hashtgerd railway systemproject which five years is assumed for its construction period and it will absorb passengers within 1396 Moreover 30 years are assumed as the lifetime for this project Finally with this case study and by sensitivity analysis of financial and economical indicators of the projectversus the ticket price the optimum ticket price which maximizes the income is obtained The amounts ofeconomical indicators of this project considering the constructing road length of 70 kilometers with 6stations in this route and operating length of 140 kilometers with 16 stations are evaluated very well Among the other results of this study it contains decreasing the economic return rate of the project versusincreasing the gas price This subject demonstrates that increasing in the gasoline price individually has someeconomical costs such as decreasing the environmental deteriorations for the society Keywords Pricing IRR Economic Analysis rail transportation
