150 Congestion Management Based on Dynamic Transmission Lines Rating Mohammad Mahmoudian Esfahani m mahmoudian@ec iut ac ir Date of Submission 2012 02 04 Department of Electrical and Computer Engineering Isfahan University of Technology Isfahan 84156 83111 Iran Degree M Sc Language FarsiSupervisor Gholamreza Yousefi yousefi@cc iut ac irAbstract Dynamic rating is the real thermal capacity of a transmission line that is determined with regard toweather conditions structure of the line s conductor and it s geographical position Studying the cause ofcongestion in a transmission system with the advantages and disadvantages of methods that are used toprevent or to eliminate the congestion of transmission system demonestrates the importance of usingdynamic thermal rating of transmission lines In this thesis applications of dynamic thermal rating oftransmission lines in transmission congestion management are studied Congestion management is themethod applied for preventing or eliminating the congestion form the transmission system in deregulatedelectricity market Preventive methods are those that are used for long time period before real time in order toallocate the transmission capacity between market players The main issue in these methods is the calculationof Available Transfer Capability betwen two buses or areas that want to exchange the electrical power In thisthesis Available Transfer Capability is calculated based on quasi dynamic rating instead of static ratings Determination of Quasi dynamic rating is based on forecasting the weather conditions From the calculationresults the effect of using quasi dynamic rating in improvement of Available Transfer Capability is observed It is shown that using of quasi dynamic rating has a very important effect in ATC calculations The methodswhich are used to remove the congestion in real time are fast There are two levels in these methods First isthe distinction and second is the elimination of congestion Distinction of congestion is based on thermalrating and line s loading In this thesis it is shown that using dynamic line s rating is very important inaccurate distinction of congestion Rescheduling of generators is used in this thesis in order to remove thecongestion in real time by solving an optimization problem The number of generation units that would takepart in real time congestion management is discussed in many references but using of dynamic rating in realtime congestion management and congestion removal time has not been discussed until now In this thesis constraints of optimization problem are modified as the way that dynamic thermal ratings of transmissionlines and congestion removal time can be considered in solving of real time congestion managementproblem It is shown that using dynamic thermal rating has a very important effect in reducing the costs ofcongestion management and increasing the system s security margin For example it can prevent a system sblackout In this thesis congestion removal time is determined with regard to definition of short term andemergency ratings of transmission lines It is shown that considering congestion removal time can change theamount of generator s rescheduling Furthermore number of participating generators may change when weconsider congestion removal time In this thesis a program is developed for calculation of dynamic rating inMATLAB but system modeling and calculation is performed by DigSILENT package Data transfer betweenthe two softwares is possible through a link which is created by using DigSILENT programming language IEEE 6 bus and 30 bus test systems have been used and modified as test systems Keywords Static Rating Dynamic Rating Congestion Management Rescheduling
