65 urban streets development projects selection considering spatial equity concept Arezoo Kazemi arezookazemi195@gmail com Date of Submission 2014 01 23 Department of Industrial Engineering Isfahan University of Technology Isfahan 84156 83111 IranDegree M Sc Language FarsiSupervisor Dr Seyed Nader Shetab Boushehri shetab@cc iut ac irAbstract Transportation system is a result of human need for mobility Transportationinfrastructures affect economic and social development and can promote the publicwelfare Researchers use various project selection and evaluation methods due to budgetconstraints and costs of building the infrastructures Nowadays the uncontrolled rise inpopulation causes problems such as increasing congestion and car accident inappropriateaccessibility environmental pollution and so on Hence appropriate transportation projectselection and evaluation measures should be considered to achieve a sustainable andequitable transportation system From transportation policy viewpoint considering different aspects of equity is one ofthe strategies to achieve the sustainable development One of the most important equitytypes that should be considered in studies on transportation infrastructure projectsselection is spatial equity as equity among different zones of the study area In this thesis a model based on spatial equity approach is explained to evaluate urbanstreets development projects So two measures of accessibility and congestionconsidering spatial equity based on the available information in most studies oftransportation are introduced In these measures zones with inappropriate condition ofaccess and congestion is weighed more City of Isfahan was selected as the study area and six proposed streets were evaluatedby the mentioned measures Data for calculation of equity based accessibility andcongestion measures and the total travel time measure was provided by using Gauss andEMME 2 software These measures were rated by three groups of people s opinion including decision makers experts and users of the transport system using a mixed AHP SMART method And so the project portfolio has been selected Results showconsideration of spatial equity is different from traditional methods Keywords Urban streets development projects selection Spatial equity Accessibility Congestion
