Exploring the effectiveness of cordon pricing policy in the CBD of Isfahan Mohammad Amin Eivani m eivani@cv iut ac ir 2014 14 01 Department of Civil engineering Isfahan University of Technology Isfahan 84156 83111 Iran Degree M Sc Language Farsi Supervisor Dr S M Abtahi m abtahi@cc iut ac ir Dr M Habibian habibian@aut ac irAbstract Increase in supply by extending urban road network had been considered as a solution fortraffic problems this supply increase was itself a stimulus to encourage people to use privatetransport and on the other hand the existing space in cities will not be enough to increase supplyas much So nowadays decreasing the demand for using private transport together withexecuting restrictive policies is considered as the best solution Using private transport imposescosts on city citizens whether using public or private transport Applying charging policies fortransportation in CBD could be a cause to decrease using passenger cars in streets with heavytraffic Receiving charges from passenger cars for entering a limited traffic area causes change indrivers behavior when entering a limited traffic zone As a result the portion of differentvehicles moving toward city centers will change In order to survey the results of executing thesepolicies before applying them in the city of Isfahan that has many traffic problems in CBD amodel is needed to display users behavior from the perspective of mode choice while differentcharging values are received In this regard mode choice model was made by the statedpreference method using information gathered by interviewing with 1076 persons who enteredCBD by passenger cars In this study mode choice models were made for two categories ofnecessary and unnecessary trips in CBD by assuming that charging policies are being applied The results of these models indicate that people have tendency to use their own car when makingnecessary trips if charging policies are applied By the charging cost of 40000 Rials 61 and 71percent of people would prefer to use other transportation modes rather than private vehiclerespectively in necessary and unnecessary trips and mostly tend to use bus or taxi Models usedin this study are binary multinomial and nested logit which are ran by Nlogit software Keywords Mode choice model charging policies stated preference method logit model
