۶ Assessment to role Of Rural ICT Offices E government Services Case Study Villages of Chaharmahal va bakhtiyari County Parnia Mosharaf parniamosharaf@yahoo com 15 January 2013 Department of Rural Development Isfahan University of Technology Isfahan 84156 83111 IranDegree M Sc Language FarsiAmir mozafarAmini aamini @cc iut ac irMohamad sadegh Ebrahimi mebrahimi @cc iut ac irAbstract Parallel to the use of ICT in all aspects of human life the world is rapidly becoming an informationsociety Nowadays internet access and use of information resources in all human societies areexperiencing a rising trend and different communities are used each with multiple infrastructures due tothe benefits of ICT Iran along with many of the leading countries of the world to move towards thedevelopment of ICT in rural areas and attempts to use this technology to transfer government services tothe out of hand parts of the country Several attemps have been token that in the first place could bementioned to the mobilizing tens of thousands of villages in rural ICT offices project The main objectiveof this study was to assess the role of rural ICT offices in order to fulfill the objectives of the electronicgovernment The present study was based on type of purpose exploratory the category of appliedresearch In this research a hybrid approach involving quantitative survey and qualitative methods observation interviews were used according to the procedures and objectives of the research Communityand sample of this study consists of two parts The first part is rural ICT offices with apopulation of 125 people using Cochran Formula which 80 subjects were selected as first sample and thesecond part of the rural of first sample villages with a population of 84 836 people using Cochranformula and randomized comparative method was studied as second sample Regarding the questionnaire face validity was confirmed by experts and the questionnaire was subjected to reliability testing by usingdata collection in the pilot study with Cronbach s Alpha value 0 73 to 0 95 for all variables SPSSstatistical software was used to analysis the data The results of the study indicate that the overallperformance of the agencies providing services to the rural was lower middle in the offices in bankingservices has received first place and the final ranking in the provision of health services Continuedresearch showed that healthcare organizations has assigned the lower number to rural ICT offices toprovide in people and post organization many more services The results of such a study it was concludedthat the level of demand and offer services in six provinces the city has not been much the manner of thesame measures service provided in the city Borujen is more than other cities Finally rural employment education level and family size affect on the rate of rural ICT offices Therefore to provide more andbetter services for rural ICT offices the following items are recommended Government facilities thefield represent of the IT professionals provided in rural areas Encourage private sector In order toinvestment in field ICT and communication make comparative footing to provide more services Agencies more services toward service from government and non governmental organizations to officedue to reduce rural transfer to the city center Choice and training for those interested and localprofessinoal support and service of the office Key words Electronic Government ICT ICT offices Services
