Fair Automatic Demand Side Management in Smart Grid Zahra Baharlouei zahra bahar@ec iut ac ir Sep 2014 Department of Electrical and Computer Engineering Isfahan University of Technology 84156 83111 Isfahan Iran Degree PhD Language Farsi Supervisor Massoud Hashemi hashemim@cc iut ac ir Advisor Hamed Mohsenian Rad hamed@ee ucr edu Department Graduate Program Coordinator Mohammadali Khosravifard Department of Electrical and Computer Engineering Isfahan University of Technology Department of Electrical Engineering University of California at Riverside Abstract Most prior works on autonomous Demand Side Management DSM have focused on achieving varioussystem goals such as minimizing the total cost of generation or minimizing the peak to average ratio in the loaddemand They fall short addressing the important issue of fairness That is while they usually guaranteeoptimality they do not assure that the participating users are rewarded according to their contributions inachieving the overall system s objectives We design new autonomous DSM systems that can achieve bothoptimality and fairness In this regard we first develop a centralized DSM system to serve as a benchmark Then we propose a smart electricity billing mechanism that can improve fairness while maintaining close tooptimal overall system performance Next we try to keep system optimality in our fair system In this way weintroduce a class of optimal billing mechanisms We propose a subclass of optimal billing mechanisms which isfair We show that there is a trade off between optimality and fairness Another important issue in implementingDSM programs is protecting the users privacy which is not widely addressed in DSM literature We apply theSecure Sum algorithm to protect the users privacy in implementing these billing mechanisms Key words Smart Grid Demand Side Management Fairness Game Theory Privacy Introduction DSM programs are implemented by utilities to control the energy consumption at theconsumer side of the meters in response to changes in grid operating conditions Oneapproach in DSM is direct load control DLC where the utility remotely controls energyconsumption for certain high load household appliances such as air conditioners and waterheaters Ramanathan and Vittal 2008 An alternative for DLC is smart pricing where users are encouraged to individually andvoluntarily manage their loads e g by reducing their consumption at peak hours This can bedone using automated Energy Consumption Scheduling ECS units that are embedded inusers smart meters as suggested in Mohsenian et al 2010 For each user the ECS unitfinds the best load schedule to minimize the user s electricity bill while fulfilling the user senergy needs This can lead to autonomous DSM programs that are self organizing andburden a minimal control overhead on utilities The literature on autonomous DSM using
