Application of fuzzy logic to assess health safety and environmental risks of the first refinery of the south pars gas field Auob Mirsaeidi Auob mirsaeidi@na iut ac ir 3 September 2014 Departement of natural resources Isfahan university of technology isfahan iranDegree M Sc Language FarsiSupervisor H Moradi Assist Prof hossein moradi@cc iut ac irAbstract Risk assessment is one of the main components of the health safety and the environment systems Itis a process to identify and evaluate the factors that may compromise the success of projects Thisprocess is to determine the qualitative and quantitative risks and know the potential consequencesresulting from possible accidents and normal events on people materials equipment and theenvironment Different methods are used for risk assessment such as HAZOP FMEA PHA FTA andETA which are among the most common approaches Fuzzy logic systems help to simplify large scalerisk management frameworks For risks that do not have a proper quantitative probability model afuzzy logic system can help model the cause and effect relationships assess the degree of riskexposure and rank the key risks in a consistent way considering both the available data and experts opinions Fuzzy logic represents a significant change in both the approach to and the outcome ofenvironmental evaluations The key advantage of fuzzy logic methods is how they reflect the humanmind in its remarkable ability to store and to process information that is consistently imprecise uncertain and resistant to classification The main objective of this study is developing a proper approach for the evaluation of HSE risks and highlighting the potential damage to the personnel environment and process equipment usingfuzzy logic In this study the importance of HSE risks was estimated according to three criteria as Severity of effect Probability of occurrence and Probability of delectability The questionnairemethod was applied and expert s knowledge of First Refinery of South Pars Gas Field was taken Thevalues taken in three main risk classes i e Health Safety and Environment were processed byContribution Factor Then the data was fuzzified fuzzy rules were written and the risk level index asthe Output of the model were calculated To facilitate the decision making process managementoptions were classified and prioritized into four categories i e Intolerable Major Tolerable Minor and risk reduction strategies were proposed The results showed that about 0 4 percent of risks wereevaluated as Intolerable level Risks 79 percent as Major level risks 20 percent as Tolerable levelrisks and only about 0 7 percent were as Minor level risks This findings revealed that most of therisks are in kind of alarming situation where the mitigation measures is vital to control and reduce thelevel of the risk to an acceptable level This study showed that Fuzzy logic can be a valuable tool toquantify and classify the risks for better management Key words Risk Assessment Fuzzy Logic Refinery South Pars
