239 Multi criteria evaluation methods for land allocation and preparing the optimal model case study Plasjan sub basinAbstractIrrational use of the land by human has caused many environmental problems Land use planningseeks to determine the best use pattern based on the land s ability and the role of each part of the landin the development This thesis first reviews the views of experts and stakeholders the historicalrecord documenting the land use in the sub basin of Plasjan watershed and its important role in thelife of the entire Ghavkhooni watershed Accordingly the planning in the region consideredeconomic and social objectives and conservation of the habitats of the area as well as increasing theamount of water production in this sub basin Then the uses compatible with the study objectives including conservation ecotourism dry land and irrigated farming industry urban development industry and mining and forestry are considered for the region For each of these uses criteria wereset After standardizing and determining the weight of the criteria by AHP and Fuzzy AHP methods the criteria were combined using two multi purpose evaluation methods of WLC and OWA both ofwhich had a risk value equal to 0 5 and a compensation value of 1 and 0 5 respectively Comparisonof the results obtained by WLC and OWA methods showed that compensation in the WLC methodhad the highest possible value so the level of classes allocated to classes with a very high ability inthe models of this method was more than that of the OWA method Also in the Fuzzy AHP method as compared to AHP the weights were assigned to the criteria inway that the study objectives were more accessible To enter the land use assessment results in theland use planning model by the MOLA multi purpose method based on the goal of the study and theeffect of each of the uses on the final objective the results of the OWA model were applied forirrigated farming dry land farming urban development and industry and the WLC model was usedfor conservation rangeland forestry and ecotourism After determining the weight for each use theland suitability models were combined with each other and the land use planning map was preparedbased on the maximum appropriateness and close proximity to the decision line At this stage theconservation with 0 28 and the industry use with 0 04 had the highest and lowest weights respectively Thus 83 of the area was allocated to conservation rangeland and forestry uses and17 to others Therefore given the necessity of protecting the local values of the area and the role of rangeland andforest cover in maintaining and improving the functions of the region 83 of the area has beenallocated to protect the structure and functions of the region and its role in the entire Gavkhoni basin Given the high potential of the region in order to generate revenue from the ecotourism sector as analternative to providing income through the exploitation of natural resources to employ theindigenous inhabitants of the region the introduction and mapping of areas with ecotourism abilityas a multilateral use on the land allocation map were considered Then the results obtained byemploying the MOLA method based on GA algorithm and land suitability maps weight and areaappropriate for each one the MOLA map and the continuity index were optimized for Chadegancity In the GA MOLA optimized map the continuity index ranged from 99 70 to 99 75 and thenumber of spots was reduced from 9044 to 2673 which had an effective role in managing each ofthe uses particularly the allocated areas for conservation Since conservation use is of great importance for the Plasjan area and includes the general conceptsof conservation of wildlife habitats and plants particularly the important sources of water supply the protected patches allocated in the MOLA method with an area of more than 1000 hectares wereprioritized using a number of indicators by AHP TOPSIS and Fuzzy TOPSIS methods The results of this thesis illus
