Making the laws of investing in energy storage systems to optimize the electrical supply capacity Mohammadreza Sheibani m sheibani@ec iut ac ir September 2019 Doctor of Philosophy Thesis Department of Electrical and Computer Engineering Isfahan University of Technology Isfahan 84156 83111 IranSupervisor Dr Golamreza Yousefi yousefi@cc iut ac ir Advisor Dr mohammad Amin Latify latify@cc iut ac ir AbstractRecent development and advancement in energy storage system ESS technologies havemade the application of these systems a viable solution to improve the flexibility of powersystems The relatively high investment cost of ESSs is one of the main investors challenges In some system conditions the economic and technical benefits of the ESSs canencourage the generation companies GENCOs to invest in ESSs On the other hand thestudies show that over penetration of ESSs can lead to negative impacts on the power systemperformance Therefore it is necessary to determine the optimum storage capacity andencourage the GENCOs to invest as much optimum capacity as possible This thesis explores the policy of the optimal development of the ESSs In the first step anew model is proposed to determine the operation strategy of the ESSs beside theconventional power plants This model is based on a coordinated price based unitcommitment and price based storage commitment in the day ahead market Since policymakers usually pursue their goals by stimulating investors studying thedevelopment of ESSs from the perspective of investors is necessary In the next step a newmodel is proposed to determine the optimal size and technology of the ESSs In this modelthe ability of power exchange bilateral contract and cycling cost are considered In the finalstep of this thesis based on previous studies the appropriate policy making for optimalstorage development is studied The proposed model is based on the principles of sustainabledevelopment In the proposed model the optimal storage capacity is determined by aprobabilistic expansion planning strategy This model is formulated on the basis of themodels presented in the first and second steps Policies are then set to achieve optimal storagecapacity Finally how investors react to proposed policies is examined The proposed modelin this thesis can be used as a tool by policymakers as well as by investors in the electricityindustry to help them make decisions about the optimal expansion of energy storages Keywords Policy making energy storage system expansion planning investor conventional andrenewable power plants Methodology In this thesis at first the articles that have focused on the expansion planning of the ESSs arereviewed In this review study the proposed models are carefully investigated Then a new model isproposed to coordinated operation planning of the conventional power plants CPP and ESSs Theproposed model is presented in Fig 1 It is assumed that a price taker GENCO is the owner of a CPP
