Drought is one of the most important hydroclimatic hazards, affecting water resources, agriculture, the environment, and economic activities, and consequently increasing the need for accurate assessment of its probability of occurrence and severity. Given the climatic and spatial heterogeneity of the Zayandehrud River Basin, station-based drought analysis alone cannot adequately represent the regional behavior of this phenomenon. This study aims to perform regional frequency analysis of the severity and duration of meteorological drought in homogeneous regions of the Zayandehrud River Basin and estimate the corresponding values for different return periods. To this end, the Standardized Precipitation Index (SPI) and Standardized Precipitation Evapotranspiration Index (SPEI) were first calculated at different time scales, and drought-event characteristics, including severity and duration, were extracted. The study stations were then classified into homogeneous climatic regions using clustering methods, and the homogeneity of the resulting regions was evaluated using the Hosking–Wallis test. Subsequently, regional frequency analysis based on L-moments was conducted, and different probability distributions were evaluated to characterize drought severity and duration. To reduce the uncertainty associated with the selection of a single probability distribution, the Bayesian Model Averaging (BMA) approach was employed to combine the results of the selected distributions. Finally, regional growth curves and drought quantiles corresponding to different return periods were derived, and drought behavior was compared across homogeneous regions, SPI and SPEI indices, and different time scales. The results showed that the statistical behavior of drought was not uniform across the homogeneous regions, and the most appropriate probability distribution varied with the drought index, time scale, and region. For example, the GPA and GLO distributions showed better performance for SPI at some time scales, whereas GNO, GPA, and PE3 were selected for SPEI under different conditions. Comparisons of the empirical and theoretical cumulative distribution functions and Q-Q plots indicated that the selected distributions provided a satisfactory fit to the central part of the observed data, while discrepancies increased in the tails of the distributions, particularly for more severe drought events. This finding highlights the importance of accounting for model-selection uncertainty when estimating drought quantiles associated with longer return periods. The application of BMA enabled information from multiple probability distributions to be combined and provided regional estimates while accounting for model uncertainty. The regional growth curves also indicated that the design values of drought severity and duration increased with increasing return period, while their patterns differed among homogeneous regions and between the SPI and SPEI indices. Overall, the proposed framework can provide a useful basis for probabilistic drought-risk assessment, estimation of drought design values, and supporting water-resources planning and management in the Zayandehrud River Basin.
