Abstract With recentadvancesin technology the bandwidthof communicationlinks is increasingrapidly Despite this progress there are bottlenecksin the client side of most networks which leadstohigher competition betweenendpointflows for bandwidthallocation The competitionis alwayswon by the flows with lower RTT In addition flows which demandfor higherbandwidth occupythe routers buffers These kinds of traffic encouragenetwork managersto profit from thebandwidthsharing and flow rate controlling systems Typically users have a limited bandwidthallocation which should be properly managed The bandwidthallocatedto a single client shouldbe divided betweenits active connections There are two major controlling schemes in rate control systems queuing based and TCPparameters based A client side rate control method is proposedin this thesis that usesTCP parameters control tothe rate of active client flows accordingto restrictionsand user preferences this system the Insize of advertised window is used as a controlling parameter In addition a token basedmethodologybased on max min fairness is also employedand available bandwidth is dividedbetweendifferent flows accordingto the users definedrules a J j U Vl If V I q
