Ranking investment industrial activities model based on improved multicriteria decision making case study Qom province Amir Hosein Rajabizadeh amir r z@in iut ac ir Date of submission Industrial and Systems Engineering Department Isfahan University of Technology Isfahan 84156 83111 Iran Degree M SC Language Farsi Supervisor Dr Ali Shahandeh Nookabadi ali nook@cc iut ac ir Abstract Industrial investments ranking is very frequent in practice and it is necessary to make a great number of business decisions e g in case of loan granting and generally in case of establishment of any business relation In some cases such ranking will be spontaneous based on knowledge and experience of the decision maker s while in some other cases such ranking has to be based on precise evaluations and application of various methods The very same set of plans can be ranked in different ways at a given time depending on the person performing the ranking These differences are caused by different criteria relative importance by each criteria and different ranking method may be chosen To be successful in industrial investment it needs to be identified strengths and limitations in any zone area and allocates resources in preferred industries in that zone There are a few literatures in recognizing successful factors in industrial investment and in some of them ranking industrial investments has been considered as resource allocation and statistical tools like Taxonomy method have been applied The investigations conducted the taxonomy method is not suitable for everywhere and faces some problems Because of Ranking is a complex and multidimensional concepts depend upon decisions within an economic system and upon the features of the current economic policy and multicriteria analysis provides ranking in terms of various criteria simultaneously multiple attribute decision making MADM is one of the most suitable tools for total approach to the problem of ranking In our investigations it is revealed that a limited number of study has been done in terms of comparing and integrating the different methods hence in this work we focused on improved method that based on integrating different techniques In the meantime the PROMETHEE Preference Ranking Organization Method for Enrichment Evaluations family of outranking methods and their applications has attracted much attention from academics and practitioners PROMETHEE is an outranking method for a finite set of alternative actions to be ranked and selected among criteria which are often conflicting In this study we propose a hybrid model that is based on PROMETHEE as ranking technique and Hierarchical Additive Weighting Method to weighting different criteria More specifically PROMETHEE can be improved by introducing a tree like structure similar to the one found in Hierarchical Additive Weighting Method ordering goal criteria subcriteria In addition a new weighing approach was suggested that could greatly benefit PROMETHEE In this research also we propose an integrated approach to determine attribute weights in MADM problems The approach makes use of the subjective information provided by experts and the objective information thus the resultant attribute weights and rankings of alternatives reflect both the subjective considerations and the objective information The traditional methods developed for industrial investments ranking usually discriminates in favor of quantitative information at the expense of qualitative information However In the proposed model quantitative and qualitative factors are used with structural considerations and attention to the role of government and then specifying industries are ranked Finally this methodology has been applied to the Qom province as a case study and some suggestion are provided for future Key word SME structural consideration logistics land use subjective and objective weighting linguistic variables aggregation validation pdfMachine is a pdf writer that produces quality PD
